Purpose of job:
工作目标：Civil& Structure engineer shall report directly to Construction Site Leader. The engineer shall work together with project team, vendors, local design institute, contractors and consultants starting from conceptual design phase to commissioning phase to ensure the projects are commissioned and handed over to VTSY according to the specified standards and codes, the
contractual stipulation, operation needs and VTSY SHE requirements. He/she should also assist in the plant commissioning, system start-up, and assist in preparation of commissioning manual and maintenance program.
土建工程师应直接向现场施工主管进行汇报。从方案设计至调试阶段，工程师应与项目组、供应商、当地设计院、承包商及顾问公司协同合作，以确保项目能够根据规定的标准和规范、合同规定、运营需要以及公司安全、健康、环保的要求，移交给国投孚宝洋浦罐区码头有限公司。他/她还应协助工厂试运行、系统启动，并协助编制运行手册及维护计划。

Job Function: 工作职责：1. Integrate and co-ordinate with the design institutes and contractors from conception phase to the completion of the project with regard to Civil& Structure works.
从方案设计到项目完工阶段，与设计院及承包商进行有关土建方面的整合与协调工作。
2. Assist in preparing, developing and implementing of the Civil& Structure design including Tank foundation, Bund, road, slope /retaining wall and office building system etc., .
协助编写、开发和执行土建结构系统设计，包括储罐基础、围堰、道路、护坡，挡土墙及办公楼等。
3. Prepare and review design specification, drawings and procurement
requisition relating to Civil& Structure works for onshore and offshore facilities. 制定与审核设计规格、图纸，及有关陆域和海上设施土建工程方面的采购申请。 4. Site planning, co-ordination, supervision and inspection of Civil& Structure works. Monitor of work progress and also to ensure good quality of the design and construction of the project that comply with the required standards.
负责场地规划，协调、监督和检查相关土建工程。监察工作进展，并确保项目设计与建造达到规定标准的优良品质。
5. Ensure SHE compliance during design and construction phase and participating in desk-top and Hazord reviews.
确保设计与施工阶段，安全、健康、环保均符合要求，并参与风险评估。
6. Coordinate with relating parties and assist in submitting weekly, monthly and quarterly project highlights to Project department manager.
配合相关部门工作，协助提交给项目部经理每周、每月、每季度项目报告。 7. Update the related Civil& Structure specification based on terminal requirement and vendor Civil& Structure list.
根据终端要求及供应商土建清单，更新相关土建规范。
8. Assist in preparing quotations with Costing Engineer to support the commercial activities.
协助成本工程师准备报价，以支持商业活动。
9. Assist to liaise with various local statutory departments in obtaining
engineering, construction and operation permits for the project.
协助联络各地方的法定部门，以获取项目工程设计、建造及操作许可。 10. With regard to the contractor selection, give necessary recommendation to the project manager
关于承包商的选择，给予工程部经理必要的建议。
11. Assist in preparation of tendering documents as and what needed. 协助准备招标文件及相关所需材料。
12. Progressively follow up with as built documents & drawings hand-over all through the project execution, especially for the testing report .
在项目执行过程中，逐步跟进建造材料与图纸的移交，尤其 是测试报告。 13. Follow up closely with the market change to obtain the relatively actual material price in time.
密切跟进市场变化，及时获取相关材料的实际价格。 14. To finish the task assigned by Company management. 完成公司领导交办的其他工作。
Key Performance Indicators: 关键绩效指标：
1. Review and Check all the engineering drawing to suit with the site
conditioning to minimize the design change during the construction execution. 审查和检查所有的工程图纸与现场调节，以适应以尽量减少施工过程中执行设计更改。
2. Quality and schedule control about Civil& Structure installation. 质量和进度控制有关土建安装。
3. Site supervision in line with the company safety requirement. 现场监督与该公司的安全规定趋于一致。
Decision-Making:
决策范围：1. Assist project manager to select the correct supplier/contractor 协助工程部经理选择合适的供应商/承包商
2. Participate in project contractor evaluation for the new project 参与新项目的承建评估
Dimensions:
职责范围：1. Assist the project manager to enhance and improve the site Civil& Structure installation quality and safety.
协助工程部经理，以加强和改进场地土建安装质量和安全。
2. Work together with the cost &schedule control engineer to ensure the project is delivered on schedule.
与成本和进度控制工程师协同合作，以确保项目如期交付。
3. Prepare and review design specification, drawings and the requisition specification relating to the CIVIL & STRUCTURE equipment. 制定和审查土建相关设备的设计规范、图纸与征地规格。
Skills & Knowledge:
技能知识：- Major in Civil& Structure or relevant engineering. - 土建、结构或相关工程专业。
- 5+ years related experience in Chemical industry or Petrochemical industry is prefered, especially in Terminal field.
- 5年以上化工或石油化工行业相关工作经验优先，尤其是在罐区。 - Familiar with relevant domestic and international standards is prefered. - 熟悉相关的国内，并熟悉国际标准者优先。
- Good verbal and written communication skill, both in English and Mandarin is prefered.
- 具有良好的英语及普通话口头及书面沟通能力优先。 - Master basic skills of project survey. - 掌握基本工程测量技能。
- Skilled in office PC application programs, especially in Auto-cad. - 熟练掌握办公电脑应用程序，尤其是CAD。
- Capable of independently analysis, handle problems. - 能够进行分析、处理问题。
- Hardworking and able to work under pressure. - 勤劳，能够在压力下工作。
